Billy Chu
CEO, MDM Group Inc. Limited
Mr Billy Chu, founder and current CEO of MDM Group Inc. Limited, is a pioneer for the industrialisation of the construction industry. He has been recognised as a champion in pushing the digitalisation of construction procurement and the prefabrication of construction components. After graduating from McMaster University in 2010 and working his early career as a structural engineer, Billy realised that the traditional construction method is unsustainable as the construction industry is facing an ageing workforce where skilled workers and craftsmanship are slowly disappearing and driving up the construction cost. After some consideration, he founded MDM in 2014 shortly after putting together a business plan, aiming to transform the construction industry by introducing an integrated BIM and prefab solution to replace the current process where delays and abortive works are the norms.
The first product Billy researched and developed in MDM is MatrixDeck®, a patented prefab reinforced concrete floor slab system. It requires less concrete and steel reinforcement for construction yet supports a greater span with better insulation properties and environmental performance. More importantly, MatrixDeck® is designed for mass production in factory by automation, which could drive cost down and lessen the dependence on manpower in construction, while delivering a standardised product with better quality assurance. While MatrixDeck® received technical validation in winning the Construction Innovation Award in 2017, Billy has found critical success in getting MatrixDeck® adopted by multiple capital projects. The Breast Health Centre located at Lung Cheung Road near Choi Hung MTR Station is one standing example. Constructed in 2017 using a Design-for-Manufacturing & Assembly (DFMA) method developed in-house, MDM was able to maximise the construction area by prefab components to enable a shorten construction time for the building. The building structural floor slab was entirely a MatrixDeck® system, which gives the ceiling a stunning appearance of a flat plate that ends at the external wall among other benefits. MDM was further awarded the Structural Excellence Award (Merit) in 2019 for this project.
Throughout the years, MDM has developed and co-developed with industry partners many novel prefab components, such as the structural-precast wall unit and the 2-way precast slab unit, that paved a way forward for the construction of concrete high-rise buildings employing DFMA method. After 10 years of R&D and numerous successful projects applications, MDM has developed a complete “Lego set” for almost any kind of concrete buildings. Whether the building has a regular footprint or not, or whether the shapes are sufficiently repeatable or not, are no longer issues that hinder the use of prefab components, as DFMA service could take a client through the design to manufacturing process virtually and modify the components digitally until all attributes are balanced prior to production start. The production methods and construction process are also pre-meditated inDFMA service to achieve mass production and customisation at the right cost. One notable project that employed DFMA service is the new Student Residence Development at The Hong Kong University of Science & Technology. The world-renowned Architect, Zah a Hadid, designed the building facades to compliment the beautiful sea view of the Clear Water Bay. The facades employed light color granolithic concrete fins of varying sizes to mimic the waves and used varying hues of metallic blue tiles to blend into the natural color of the seawater, was posted as a manufacturing challenge to established manufacturers. But MDM had tackled the challenge head-on through DFMA service, which ultimately produced an economic prefab solution that allowed concurrent mass production and product customisation in terms of unit sizes and part shapes, and eventually delivered the facades as the Architect intended in design and well within the client's budget.
Since the HKSAR Government has been tackling the public housing shortage problem with policy changes to green-light implementation of new technologies, such as DFMA and MIC, that could accelerate the construction process, Billy and MDM have been at the forefront of delivering the showcase projects that prove prefab technology is a working solution. Modular Integrated Construction (MIC) is the next level of DFMA products where the product unit are modularized and includes high level of completion for building services and fit-out works, thus further reducing the manpower requirement for construction. In 2019, MDM had been invited to procure the first concrete MIC units for the Zero Carbon Park in Kowloon Bay, for which MDM had successfully delivered the emMIC modules and showcased a concrete MIC for the first time in Hong Kong. Since then, MDM has been actively participating in MIC projects funded by the HKSAR Government, such as the new Public Toilet at Leaping Dragon Walk, Primary School Project at Shui Chuen O, Transitional Housing Project at Wong Tai Sin Sik Sik Yuen, and ongoing Light Public Housing Projects aiming to accelerate public housing development.
Billy is committed to cultivating the industry at large, especially the younger generation, on the application of new technologies. He believes that Hong Kong needs to stay at the forefront of innovation in order to maintain its competitive advantage in the future. Since 2015, Billy has been giving talks and sharing his experience in this subject regularly in many trade associations and public events. He is also nominated as one of the steering committees of HKCU Corporate Innovation Index since 2023. And from 2025 onwards, Billy will be giving lectures on the topic of Modular Construction at the City University of Hong Kong as a guest lecturer. He is always happy to participate in these charitable services as he is grateful for the opportunity to contribute to society by involvement in the community and sharing his knowledge.

Using state-of-the-art engineering technology at Wah Tung, his research study digitalises a traditional building material manufacturing process, particularly for bulky and heavy materials like curtain walling. His papers in international journals thus served as the foundation for his successful establishment of a Modular Integrated Construction (MiC) production line in Dongguan. As a result, Wah Tung boosted the percentage of modular components from about30% to over 70% in the past decade. As Wah Tung balances the needs of customers, society, and the environment, it never stops innovating and offering the best products and services. Early in 2014, Dr Kwok led the application of Building Information Modeling (BIM) in the engineering industry. At Wah Tung, he has successfully implemented numbers of ESG strategies. Under Dr Kwok's leadership, Wah Tung has experienced revenue growth for four consecutive years. His innovative approach and dedication to sustainable development have established him as a leader in the engineering and construction field. In recognition of his achievements, Dr Kwok received the “Young Engineer of the Year Award 2024"from The Hong Kong Institution of Engineers (HKIE). He also honored with the “Outstanding Young Alumni Award" from both the Department of Building and Real Estate and the Faculty of Construction and Environment at PolyU.
Dr Kwok always recalls the lessons taught by his father and grandfather: hard work and business integrity are essential for any successful business. With a history spanning more than 60 years, Wah Tung has evolved from producing molds and structural steel products to offering a variety of facade systems. Wah Tung has completed numerous notable and iconic projects in the modern era, such as the Hong Kong Palace Museum, Hopewell CentreII, Stonecutters Bridge in Hong Kong and the fixed link bridges at Heathrow Terminal 5C in London. Currently, Wah Tung's main focus encompasses a range of façade systems, including curtain walls, structural steel systems, architectural cladding systems, doors, windows, MiC, and other facade-related products. With the combined efforts of three generations invested in the company, Dr Kwok's goal is to offer his clients excellent services and products that are both first-class and reasonably priced.
Dr Kwok's impact extends beyond the construction industry, as evidenced by his active involvement in various professional and educational institutions. His commitment to fostering a connection between the young generations and the industry is particularly noteworthy. He is a part-time lecturer in engineering subjects at Vocational Training Council (VTC) and the Technological and Higher Education Institute of Hong Kong (THEi). As his students have put more effort into their studies and improved, he has seen firsthand the transformative power of education. Additionally, as the founder of Insquare Foundation Limited, he aids in the programming skill development of young people from underprivileged families. Prior to starting Insquare, he taught as a volunteer at another charity organisation. He believes that his unwavering commitment to education not only promotes personal growth but also benefits society as a whole.
